The Issue: Known child sex offenders represent the most predictable and preventable source of future abuse, but we can't combat this risk by simply registering names and addresses on the Internet. Real safety requires court-ordered, enforceable surveillance and containment.
What We Are Doing:

ACROSS
AMERICA, over 600,000 convicted sex offenders are listed on public sex
offender registries. But if you think these individuals are being
monitored by someone, think again. Most registered sex offenders are under no meaningful restrictions or supervision whatsoever.
For over a decade, registration has been
America's virtual national policy for responding to child sexual abuse.
Sex offender registration laws have been popular because they sound
tough, garner media attention and cost far less than incarceration or
actual community supervision. But dumping known sexual predators into
our communities with nothing more
than a listing on the Internet is simply irresponsible.
One of the best ways to protect the most children, right now, is to focus on those individuals who have already proven they are dangerous and pay what it costs to keep them from claiming more victims. That's real prevention... and real safety.
